BPH Migas Synergize with Energy Ministry to Improve Oil-Gas Distribution Network (special)

JAKARTA, NETRALNEWS.COM -- Optimization of performance in downstream oil and gas activities continues to be carried out by the Ministry of Energy and Mineral Resources after the synergy between units through the signing of a Memorandum of Understanding between the Downstream Oil and Gas Regulatory Agency (BPH Migas) and the Research and Development Agency (BLU Balitbang) of the Energy Ministry on Thursday (4/18/2019).

"This cooperation is a form of synergy to empower and optimize the potential of both institutions. It is expected that Ministry of Energy's Research and Development Agency's capabilities, especially in monitoring the implementation of investments (fuel distribution and transportation of natural gas through pipelines), energy efficiency, and transformation of clean and sustainable energy supply, can "Increase added value for BPH Migas," said Dadan Kusdiana, Head of Energy and Mineral Resources Research and Development in Jakarta.

Dadan added that Ministry of Energy's Research and Development agency has proven capabilities in the downstream oil and gas activities. This is characterized by a number of ownership certificates for work safety (OHSAS 18001), environmental management (ISO 14001), management systems (ISO / IEC 9001), and laboratory competency standards (SNI ISO / IEC 17025).

Meanwhile, Head of BPH Migas Fansurullah Asa welcomed this partnership as part of the Government's efforts to organize oil and gas investments in the area of ​​the fuel and natural gas distribution network.

BPH Migas will auction off a number of areas in the fuel oil distribution network, and many investors have been interested in the distribution network area. "We hope that LEMIGAS BLU can review and evaluate investors' offerings so that they can be assessed scientifically," said Fanshurullah or who is familiarly called Ifan.

In addition, several cooperation opportunities that will be developed between the ESDM Ministry units include:

- Technical review of the feasibility of changing the Toll Fee of the existing transmission or distribution pipeline network;

- Monitoring and evaluating the quality of natural gas in the transmission and distribution pipeline;

- Consultant overseeing the implementation of investments;

- Laboratory testing for oil and gas;

- Underwater gas pipeline inspection;

- Energy management at BPH Migas Building.

"At present BPH Migas has identified 1,583 locations in the 3T areas (underdeveloped, frontier, outermost) that do not yet have gas stations. BLU LEMIGAS is expected to be able to conduct academic studies on fuel availability and needs in each location," Ifan hoped.

Both Dadan and Ifan hope that this Memorandum of Understanding can be immediately followed up in the form of a Cooperation Agreement which will ultimately improve the performance of both the ESDM Research Agency and BPH Migas.

It should be noted, a number of studies and certifications on Occupational Safety and Health (K3S) for increasing oil production, certification of oil and gas reserves, as well as inputs for the Government in establishing production sharing contracts and development of national oil and gas fields have been carried out by LEMIGAS.

The services provided continued to be strengthened with the support of six groups of expertise (technology for exploration, exploitation, process, product, gas, and calibration applications), 61 KAN accredited laboratories, and sub units of the Lube Oil Blending Plant (LOBP).
